Cognitive miser
The mind conserves effort, defaulting to cheap shortcuts.
What it means
The cognitive miser is the metaphor that people are inherently reluctant to expend mental effort and therefore default to heuristics and the path of least cognitive resistance, spending deliberate thought only when they must. The mechanism is an implicit economy of effort: because careful reasoning is costly and attention and working memory are scarce, the mind conserves resources by relying on quick, good-enough shortcuts and by letting the effortful, reflective process endorse intuitive answers rather than recompute them. This explains why so many judgments lean on superficial cues — appearance, familiarity, a simple label — instead of substantive analysis, and it connects directly to dual-process accounts and to bounded rationality. A nuance is that miserliness is not the same as low ability: even capable people economize on thought by default, and individual differences such as need for cognition capture who is more willing to pay the effort cost. The view has been refined by later models that treat people as more strategic about when to think hard, but its core lesson endures and matters for advertising, voting, persuasion, and the design of information that does not assume people will deliberate.
From naive scientist to motivated tactician
The idea arrived as the middle term in a sequence of metaphors for the social thinker. Through the 1970s the reigning image was the naive scientist, who patiently gathers evidence and reasons toward accurate conclusions. Fiske and Taylor's 1984 textbook replaced it with the cognitive miser, arguing that people are far less thorough than that ideal and lean on shortcuts wherever they can. Within a decade the metaphor was itself softened into the motivated tactician, associated with Fiske, Taylor and Kruglanski, which holds that people choose when to be thorough and when to skimp depending on stakes, accountability and goals. Each image is a corrective on the last, and the miser's lasting contribution is the presumption that effortful thought is the exception rather than the rule.
How miserliness is measured
The framework became testable through the Cognitive Reflection Test, three deceptively simple problems each carrying an intuitive answer that is wrong. The bat-and-ball item is the emblem: a bat and ball cost $1.10 together, the bat costs a dollar more than the ball, and the tempting 'ten cents' survives in most people because they do not stop to check it against the arithmetic. Frederick found that test performance tracked patience, risk attitudes and need for cognition. Later work by Toplak, West and Stanovich showed it predicts susceptibility to a wide span of heuristics-and-biases errors — base-rate neglect, framing, the conjunction fallacy — often more strongly than measured intelligence does. Getting the answer wrong is read not as an inability to compute but as a failure to override the first thing that came to mind.
Not the same as low ability
A persistent misreading treats miserliness as stupidity, but the two come apart. Stanovich's research programme on what he calls dysrationalia documents that rationality and intelligence correlate only modestly: bright people default to the cheap answer as readily as anyone, because having the processing power to solve a problem is separate from bothering to deploy it. Myside bias, the tendency to weigh evidence from one's own prior commitments, is close to unrelated to IQ. What does vary is disposition — the willingness to pay the effort cost, captured by need for cognition and by actively open-minded thinking. This is why raising an audience's intelligence is a weak lever for better judgment, and why prompting them to slow down and reconsider is often the more effective one.
Where the framing is contested
The metaphor also has critics who reject its accounting. Gigerenzer and the fast-and-frugal heuristics tradition argue that shortcuts are frequently not lazy but ecologically rational: in an uncertain world a simple rule that ignores information can predict better than an exhaustive model that overfits it. On that view the miser is often making the smart move, and scoring shortcuts as failures reflects the artificiality of laboratory puzzles more than any defect in everyday reasoning. A second caution is that the metaphor describes a pattern rather than explaining a mechanism; calling behaviour miserly does not say what the mind is conserving or how it decides. The motivated-tactician correction and the ecological-rationality critique push the same way: less thought is not automatically worse thought.
Examples
Voters lean on a candidate's appearance or party label rather than studying policy.
Almost nobody reads the terms before clicking accept. Forty pages of clauses cost real effort, the tick box is right there, and nothing bad usually happens.
In the aisle, shoppers reach for the name they recognise rather than compare two labels — familiarity is a cheap cue that arrives feeling like a reason.
Offered a treatment choice, a patient tells the doctor 'do whatever you would do,' offloading a hard trade-off between survival odds and side effects rather than weighing it themselves.
Scrolling a feed, a reader reshares a headline after the quick 'sounds right' reaction, without opening the article, because checking the claim costs effort the reshare button does not.
